Unavailable Parking Spaces In D-Lot

[08.01.08] -- F/A reports received to date cite lack of parking spaces on the following dates: 7/24, 7/25, 7/26, 7/28, 7/29. Most of the reports indicate problems between 0800-1200, and one report indicated a problem at 0500. All of the reports have been sent to LAXSW management for follow up.

[07.25.08] -- Several F/As have reported lack of parking spaces at the D-Lot Employee Parking Lot. The issue has been brought to LAXSW domicile management and is being addressed with the Los Angeles World Airport (LAWA). Document times, dates and provide information to us for tracking of this issue via email at
afalax@unitedafa.org.

As a temporary alternative, though not acceptable, F/As have opted to park in the D-Lot North. PLEASE NOTE: The D-Lot North Shuttle does not regularly stop at terminal 6/7.

If you encounter problems locating parking and may potentially miss check-in, be sure to advise OPBSK and contact a LAXSW supervisor through the coordinator at LAX.

Minor Dependants Permitted On D-Lot Bus Per Airport Authority

From LAXFO (Flight Operations) Enote -- LAWA (Los Angeles World Airport Authority) has agreed to allow minor dependants on the D-Lot bus. Unbadged spouses and other carpooling riders (without LAWA D-Lot parking cards) are still not allowed to board the bus.

 

Call Made to LAWA Land Operations Manager - January 2008 D-Lot Parking Concern*

[01.08.08] -- D-Lot bus drivers have been inconsistent in administering the policy mandate set forth by the Los Angeles World Airport Authority (LAWA). The city mandate by LAWA requires bus drivers to allow only employees with D-Lot parking cards to board the bus on BOTH ends of the route (upon boarding in the D-Lot and curbside at the Terminal). To be on the safe side, please remember to have your D-Lot Parking Card readily available as you board the bus.

 

A call was made to George Harris, Manager of Land Operations at LAWA today. An attempt to address the safety issues related to the new bus boarding procedures that have been set in place. Boarding through only the front door and navigating those passengers sitting in the side-facing seats pose a safety concern to crewmembers with crew baggage.

 

Additionally, only some of the drivers have been requiring entrance to the D-Lot bus using only the forward door of the bus (which is the new policy). While it is recognized by crewmembers boarding the bus that our baggage makes it difficult to pass between passengers already seated toward the front of the bus, it is not evident to LAWA and the Department of Airports Authority. The LAWA Land Operations Manager stated that there have already been 12 to 14 months of discussion of the issues at the D-lot, and they were "probably not going to review this specific concern because it would contemplate added costs."

 

For background information on the change, we asked why these policy changes occurred, and were told that “LAXPD reported multiple break-ins in the D-lot, and an overabundance of police reports regarding stolen parking hang tags.” He stated that “the airport police say it negatively affects their crime statistics,” and, “one of the reasons for replacing hang tags was due to theft, and break-ins occurring to steal hang tags.”

 

He also stated that “complaints” from the residential neighborhoods that employees were parking on the street in the neighborhoods, and walking into the D-lot for a free bus ride. The annual passes were discontinued due to the high theft rate of those hang tags, and “complaints regarding car alarms and unavailability of parking areas on the street are also concerns that have been lodged with LAXPD.” In other words, he says, there were individuals parking in the residential streets and walking into the lot to ride the D-lot buses.

He also said the changes were made to address “the people who were being dropped off at the D-lot and catching a ride to the terminal,” and that “gas and the 24 hour operation and services are far beyond what LAX Airport recoups from the cost associated with the tags/cards.”

We have brought this issue forward to LAXSW management to address with LAWA and the Department of Airports. Flight Operations (Pilots) have also reported identical concerns and issues to management. LAXSW and LAXFO will work to address the safety issues we've brought forward.

The D-Lot South is located on the corner of Westchester Parkway and Jenny. The entrance/exit is off Jenny. D Lot airport employee parking passes are required for entry into the lot. D Lot South shuttles stop at terminals 5, 6, & 7 every 7 minutes.

If you lose your D-Lot Parking Card (effective January 1, 2008), you may obtain a Parking Card through the LAXSW Coordinator IF additional cards are available. You are responsible for replacement cost of the Parking Card. If cards are not available, you must purchase a replacement card directly from the D-Lot Parking Pass Office (see info below).

Note: The D Lot North parking lot only stops at Terminals 1 thru 5, so use of the D-Lot North parking lot is only recommended when parking is unavailable in the D-Lot South (see map below).

ADVISORY: Parking Tags will be discontinued effective January 1, 2008.

Parking Lot Card Update - November 2007 Message from LAXSW:

Please note, effective January 1, 2008, Parking Cards will replace hanging tags. These tags will be issued with your December tag. Once the cards go into effect, you will be required to show the card as you enter the D-Lot South Gate and again when boarding the bus.

Per LAWA (Los Angeles World Airports) authority, everyone boarding the bus must have a card. If you carpool, you must have your card with you. Family members must be dropped off at the terminal and will not be allowed on the bus.

Please afford the parking card the same care you give your personal credit card. You are responsible for any replacement costs should it be lost or stolen. Per LAWA, cards may not be defaced in any way, including top punch holes.


Parking Lot Tags Update - 5/23/07 Enote from LAXSW:

Corporate Finance in ORD prepares the large checks necessary for local purchase of our crew parking tags. Unfortunately, finance just moved its location to new offices in Chicago, and this has significantly delayed our June/July crew tag purchase. We have a very limited supply of June tags for those who absolutely need them before May 29. By the afternoon of May 29, we will have ample June/July tags for everyone. Remember that your tags are valid through June 5. Fortunately, we have a process in place now to assure timely issuance of parking tags for future months. Thank for your understanding.




LAX Parking Pass Distribution Schedule


[07.01.08] -- Parking passes were previously issued in two-month increments. In June 2008, new LAXSW policy provides issuance of D-Lot parking passes in one-month increments (one at a time). Passes are normally available the week prior to the end of the month - please contact LAXSW Coordinator for availability.

Another F/A may obtain your parking card, but they must sign for them and provide their file number.

NOTE: You may also provide a self-addressed, stamped envelope to the LAXSW Coordinator. Once the passes are made available, Coordinators will mail them for you. (Source: LAXSW Unimatic E-note, 01/10/07).

California Cash-Out Program

United is offering employees the opportunity to take a cash allowance in lieu of a parking space, per compliance with the California Air Reources Board (CARB) Cash-Out Program. By electing to Cash-Out, United employees have the opportunity to improve air quality and reduce traffic congestion by reducing vehicle trips and emissions.

It has been determined that you park in a subsidized parking lot, for which United pays $30.00 per month for a parking pass.

Therefore, for the period of October 1, 2006 through November 31, 2006, please elect to either have a parking pass or cash allowance. The cash allowance for this period has been calculated to be $60.00 if you elect to take the cash allowance; it wil be added to your paycheck and is considered taxable income.

Keep in mind that you can not change your choice within the period of October 1, 2006 through November 31, 2006. Also understand that your election will stay on file unless otherwise changed by you.

Please note that any employee who lives out-of-state, but is based at a California station, and commutes in to work by plane, is NOT eligible for the Cash-Out Program.

If you have any questions, please do not hesitate to contact the LAXSW Operational Coordinator.

NOTE: A fill in section to select the Cash-Out Program or select to receive Parking Passes is attached at the bottom of this letter. If you need a form to opt back in to receive a Parking Pass, or opt out - you must see the LAXSW Coordinator.

If you mistakenly opted out, or decide to subsequently receive passes - you must purchase them through the D-Lot Parking Pass Office. The cost is $30.00 per month, and you must contact the number provided near the top of this page.


California Cash-Out Program - June 6, 2007 Enote:

UAL continues to offer employees the opportunity to take cash allowance in lieu of parking space in compliance with California Air Resources Board Cash-Out Program. By electing to “cash-out,” United employees have the opportunity to improve air quality and reduce traffic congestion by reducing vehicle trips and emissions.

 

It has been determined that UAL provides you with parking in a subsidized parking lot, for which UAL pays $30 per month. Therefore, for the period 6/1/07 thru 12/31/07, please elect to either have a parking pass or cash allowance. The cash allowance, if you elect to take it, will be added to your paycheck and is considered taxable income.

 

Keep in mind that your election will stay on file unless otherwise changed by you. Note that any employee who lives out-of-state, but is based at a California station is **Not eligible for the cash-out program. You must have a permanent California address in SkyNet in order to be eligible.**

 

Please see the Coordinator for the forms if you wish to give up your parking in the LAX D-Lot and if you wish to participate in the Cash-Out Program. No action is necessary on your part if you wish to keep your D-Lot Parking.



D-Lot Alert - No Parking In The Red Zone

[03.16.06] -- Many Flight Attendants have been reporting parking citations of $65 in the D-Lot Employee Parking Lot. The allowance of parking in the RED ZONE areas throughout the lot and along the perimeter were temporary. This was a result of availability of parking stalls a few years ago, though it does not appear to be a problem now as it was then.

There is no signage or information from the D-Lot, which is managed for the Los Angeles World Airports (LAWA) by Five Star Parking. Despite this, and as in any red zone, you should not park in red zoned areas of the lot to prevent the costly citation.

As a safeguard, do not park in the RED ZONE areas of the parking lot. Report concerns regarding the D-Lot to LAXSW Management and copy us in!
